The project aims to analyse equity in large-scale irrigation projects with a pipe distribution network (PDN) as a mode of water distribution. Many states in India are implementing PDN as a technology in irrigation command areas to increase water use efficiency and control water flows. All new irrigation schemes are designed with PDN as a technology, and some of the existing schemes are in the process of converting partly or wholly from open canal infrastructure to a pipe network, wherever feasible. In this context, following a case study approach, the project aims to study how PDN as a technology is adopted by irrigation field staff, farmers, and WUAs and how this technology influences the control and distribution of water in the command area. The project studies one of the recently completed PDN projects in Maharashtra.
