Managing Open Natural Ecosystems for People, Climate and Biodiversity
The Open Natural Ecosystems of India are critical biomes, with unique biodiversity, immense climate change mitigation and adaptation potential, and home to millions of pastoralists and their livestock. Our team at the Centre for Policy Design, ATREE has brought together the state of the knowledge on these beleaguered ecosystems with the aim to give them their deserved place in the sun in a White Paper on Managing Open Natural Ecosystems for People, Climate and Biodiversity.

Navigating the streets: Examining the legal and policy dimensions of free-ranging dog management in India
The Indian government’s approach to dog population management for the last two decades –the animal birth control (ABC) program –has yielded poor results. Aside from its implementation failures, the ABC is scientifically unsuited to the scale and severity of the harms posed by free-ranging dogs.

Savannah Grassland Conservation in Maharashtra For People, Climate, & Biodiversity
This policy brief focuses on the need for grassland conservation in Maharashtra. Tropical grasslands and savannahs are important for millions of people whose pastoralist livelihoods depend on this natural ecosystem. It is home to diverse forms of wildlife including the blackbuck and the Great Indian Bustard. Savannah grasslands are also key to addressing climate change because they sequester huge amounts of carbon.

Public Consultation on Draft Methodology for Tree Plantation Based Green Credits (MoEFCC)
The Government of India announced its draft guidelines for tree plantation-based green credits and asked for comments via a public consultation. CPD laid out recommendations and revisions along with other contributors from ATREE and other experts in the sector in November 2023.

Response to Draft Notification on the Western Ghats Ecologically Sensitive Area (MoEFCC)
The MoEFCC’s draft notification dated 31 July, 2024 proposed designating 56,800 sq km of the Western Ghats spanning 6 states as an ecologically sensitive Area (ESA) under the Environment (Protection) Act, 1986. CPD and the Vidhi Centre for Legal Policy submitted a joint response suggesting improved monitoring, enforcement, stakeholder engagement, and sustainable development within the proposed ESA..

Response to public consultation on Chhattisgarh's draft eco-restoration policy (CSCCC)
This note was submitted in response to the draft eco-restoration policy published by the Chhattisgarh State Climate Change Centre for public consultation. CPD’s response commended the draft policy’s emphasis on eco-restoration, multiple ecosystems, and evidence-based approaches, and suggested improvements in the consideration of trade-offs, democratic governance, and alignment with broader policies, in addition to more extensive consultations.

Comments/suggestions for Revising Access and Benefits Sharing Regulations, 2014 (NBA)
This note was submitted in response to the National Biodiversity Authority’s ‘Notice inviting comments/suggestions for Revising Access and Benefits Sharing Regulations, 2014’. CPD’s comments/suggestions indicated general directions and measures that may be adopted to improve the effectiveness of access and benefits sharing under the Biological Diversity Act, 2002.

Supe, Maharashtra Forest Department

An MoU was signed between the DCF, Pune and ATREE and The Grasslands Trust for implementing a pilot restoration project in Supe village, Pune district. Permission was granted to access SupeWLS and choose area for restoration activity and assist the FD in their grassland restoration efforts.

 

Kendur, Maharashtra Forest Department

A collaboration between ATREE, Bengaluru and The Grasslands Trust, Pune engages with the APCCF, Social Forestry. The pilot project at Kendur with the aim of experimenting with grass nursery creation, in-situ and ex-situ plantation of native grasses outside Protected Areas while monitoring their survival and other ecological conditions in the habitat.
